&#60;p&#62;Introduction&#60;/p&#62;
&#60;p&#62;One of the many roles which local authorities fulfil is overseeing arrangements for people to enjoy access to the outdoors for the purposes of recreation and education. As well as the 32 local authorities, both of Scotland’s national park authorities have statutory duties on outdoor access. Together they comprise Scotland’s 34 “access authorities”.&#60;/p&#62;
&#60;p&#62;In September and October of 2025 a working group set up by the Scottish Outdoor Access Network (SOAN) oversaw an online survey of access authorities in Scotland. The survey was delivered by Gavin Corbett of Ramblers Scotland1. All 34 access authorities responded.&#60;/p&#62;

<description>&#60;p&#62;Some very cheap bike accessories and tools in central aisle of Lidl just now ,certainly in the Dalkeith store. They have been imported from Germany and perhaps even made there ?&#60;br /&#62;
I got quite a decent floor stand pump for £7.99  .Inflates very quickly up to 115 psi&#60;br /&#62;
Haven’t tested accuracy of gauge ,but seems pretty well made. Worth checking out  .&#60;br /&#62;
Probably only have this range in for a couple of weeks

&#60;p&#62; Public transport is vital. It provides people across the country with access to their workplaces, to shops and leisure activities, and underpins Scotland’s tourism sector. Its ability to cut congestion is critical to Scotland’s economy. And it is crucial for cleaner air and cutting emissions.&#60;/p&#62;
&#60;p&#62;But transport is Scotland’s single most polluting sector, with emissions from transport responsible for over a third of the nation’s total greenhouse gas emissions. In light of the climate emergency, the Scottish Government has committed to cut these emissions by over 50% in the next seven years (by 2030) before reaching net zero by 2045.&#60;br /&#62;
To make big cuts in transport emissions, action will be needed both to reduce transport demand and to deliver modal shift to sustainable transport. But it will also be necessary to take action to decarbonise all remaining transport.&#60;/p&#62;
&#60;p&#62;As the legally-binding target to be a ‘net zero nation’ by 2045 draws closer, the Cross Party Group (CPG) on Sustainable Transport has held an inquiry into the decarbonisation of public transport, in order to assess the challenges, opportunities and action required for delivering decarbonised bus, rail and ferry services across Scotland.&#60;/p&#62;
&#60;p&#62;This report summarises the evidence presented to the inquiry before providing a set of recommendations to the Scottish Government for delivering a fossil-free future for public transport.&#60;/p&#62;

&#60;p&#62;A new opportunity has arisen within Roads &#38;amp; Infrastructure, usually based at Waverley Court but currently a hybrid working style between home and the office.&#60;/p&#62;
&#60;p&#62;As a result of an internal restructure, an enhanced Structures team has been formed to support the continued asset management of all of the Council’s roads structures assets; including bridges, tunnels, gantries, large culverts and walls. Moving forward, the team will also support wider Council projects such as pier and harbour works, remote footbridges and slope stability issues within the city. The successful candidate will help grow and develop, and then lead the existing core team of 8 staff to meet this challenge.&#60;/p&#62;
&#60;p&#62;Our forward-thinking and carbon-conscious team is embracing technologies such as GIS, information modelling, laser scanning, drone surveys, and digital asset management including use of mobile devices. The successful candidate will be able to influence the future direction of this work in conjunction with external consultancies and contractors, whilst in a Client role.&#60;/p&#62;
&#60;p&#62;We are seeking a Chartered Civil or Structural Engineer with previous team leader experience. A strong commercial ability is also essential. Due to how the team is embracing new technologies, knowledge of Information Modelling, database design and querying, and/or advanced spreadsheet design would be beneficial alongside a core ability in bridge design and assessment. Your communication skills will be detailed and clear to be able to speak with senior managers and councillors as well as being able to effectively manage and direct the team.&#60;/p&#62;
&#60;p&#62;Duties may include the following, or supervision of the following within the team:&#60;/p&#62;
&#60;p&#62;All aspects of civil structures asset management including inspection, assessments, maintenance and design.&#60;br /&#62;
Management of the team’s maintenance budget including regular forecasting.&#60;br /&#62;
Management of the team’s works programme.&#60;br /&#62;
Preparation of NEC4 ECC/ECSC and PSC/PSSC contract documentation.&#60;br /&#62;
Procurement and management of contractors and consultants.&#60;br /&#62;
Drafting technical and non-technical reports.&#60;br /&#62;
Attendance at community and stakeholder meetings.&#60;br /&#62;
Liaison with external bodies such as Network Rail.&#60;br /&#62;
Maintaining bridge records using the team's asset management database, and scheduling and co-ordinating an inspection programme.&#60;br /&#62;
Risk assessments.&#60;br /&#62;
Site Supervision.&#60;br /&#62;
Response to structural emergencies such as collapsed cellars, bridge strikes etc.&#60;br /&#62;
Responding to FOI requests.&#60;br /&#62;

&#60;p&#62;Inspiration for the use of urban design to promote physical activity and healthy diets in the WHO European Region&#60;/p&#62;
&#60;p&#62;…&#60;/p&#62;
&#60;p&#62;COVID-19 pushed health and environmental issues to the centre of cities’ agendas, including changing traditional public spaces for people to move around. Many cities took advantage of the pandemic to alter urban transport and mobility, manage the increased production of waste, ensure access to urban nature and green spaces (linked directly to physical activity and mental health) and improve housing and indoor conditions. The pandemic led to a drastic increase in cycling and walking, which required cities to rapidly adapt, manage and provide measures to protect people’s safety, ensure adequate space to prevent infections and keep them physically active.&#60;br /&#62;
Cities must increase urban resilience, address systemic failures and reduce inequality as part of&#60;br /&#62;
a healthy, sustainable recovery plan. They can begin by consolidating the lessons learnt during lockdowns, rethink urban and transport planning (better location and distribution of the public space) and reconsider the value of urban nature and green and blue spaces. Active mobility should be the cornerstone of sustainable urban development and resilience. Possible interventions include policies and financial instruments to ensure safe infrastructure, facilitate mobility and teleworking, flexible timetables to reduce “peak hours” occupancy of public transport, home deliveries and access to nearby services, goods and amenities. WHO supports these efforts through its “Manifesto for a healthy recovery from COVID-19”, which reflects the momentum for improving the environment and health in cities.&#60;br /&#62;
A flexible, context-specific approach is necessary because of the diversity of countries in the WHO European Region in terms of environment and health, political priorities, means and capacity.&#60;/p&#62;
