Andrew Gwynne: To ask the Secretary of State for Transport what cost-benefit ratios his Department uses to assess the merits of funding Cycling England programmes. [20716]&#60;/p&#62;
&#60;p&#62;Norman Baker: The original Cycling England programme was proposed by the board and approved by Ministers on the basis of existing research and expertise. Many of the programmes were intended as demonstration projects and provide an evidence base for the potential of local cycle interventions.&#60;/p&#62;
&#60;p&#62;Individual programmes are delivered via a variety of partners, with different criteria for selection, and are subject to ongoing evaluation.&#60;/p&#62;
&#60;p&#62;Analysis of results of the first phase of funding for the initial six cycling demonstration towns has provided a benefit cost ratios in the range 2.6 to 3.5.&#60;br /&#62;

<description>&#60;p&#62;If there were efficiencies to be had by transferring it's responsibilities and functions elsewhere without diluting its abilities, then pas de problem.&#60;/p&#62;
&#60;p&#62;However there would be more than a slight irony in all this if funding was cut / functions were abolished due to the impact of the recession when this is something that may end up persuading more people out of their cars and onto their bikes as a cheap and easy form of transport.

<description>&#60;p&#62;The BBC has published a leaked Cabinet Office document which lists about 180 UK Government Quangos that are to be abolished, one of which is Cycling England, although it does say that its functions would be transferred.  It isn't clear where its functions would be transferred to and whether any funding would follow.&#60;/p&#62;
&#60;p&#62;While this might not directly affect most of us on a day-to-day basis, it does not bode well for future investment in Scottish cycling. If the UK government is happy to abolish what is generally regarded as a fairly successful organisation at the first sniff of budget cuts then I imagine this is likely to be repeated in Scotland.&#60;/p&#62;
&#60;p&#62;Can I say I'm surprised...err, no.
