<title>Scotland&#039;s Worst Drivers on "Cyclists the flout the law"</title>

&#60;p&#62;&#60;strong&#62;&#34;I was knocked down by a rogue cyclist on the pavement on Grove Street yesterday Sunday 28th December 2014. &#60;/strong&#62;&#60;/p&#62;
&#60;p&#62;&#34;He was going the wrong way too, heading from Morrison Street direction to Fountainbridge.&#60;/p&#62;
&#60;p&#62;&#34;As he hit in to me, I went flying and he shouted, &#34;Get out of my f**king way&#34;. &#60;/p&#62;
&#60;p&#62;&#34;I fell, and as I fell, I felt a sharp pain in my shoulder, I put that down to falling hard on a slab. &#60;/p&#62;
&#60;p&#62;&#34;I later went to hospital and I was diagnosed with a hairline fracture in my shoulder blade. &#60;/p&#62;
&#60;p&#62;&#34;I discussed the incident with Police at the hospital, and they told me that since they have no way to identify the cyclist, it would not be possible to track him down.&#60;/p&#62;
&#60;p&#62;&#34;All I could tell them was the cyclist was white, dark hair with a dark jacket on, on a dark framed bike.&#34;&#60;/p&#62;
&#60;p&#62;I don't want you thinking we are tarring every cyclist with the same brush by publishing this, but its the minority that gives law abiding cyclists a bad name.&#60;/p&#62;
&#60;p&#62;&#60;strong&#62;How should these cyclists be punished?&#60;/strong&#62;

&#60;p&#62;I thought I would share with you a tale of woe&#60;/p&#62;
&#60;p&#62;A tale of a bad pot hole on Torphichen St a blown out back tyre and the paperwork waste of time&#60;/p&#62;
&#60;p&#62;So I complained on fixmystreet.com about the incident (Jan 13th - this is important remember this for later) and the council very kindly sent me a claim form which I filled in and sent back along with the receipt for approx £12 worth of parts&#60;/p&#62;
&#60;p&#62;The council's &#60;em&#62;lawyers&#60;/em&#62; write back saying &#60;blockquote&#62;Your claim is being considered&#60;/blockquote&#62;&#60;/p&#62;
&#60;p&#62;Time passes&#60;/p&#62;
&#60;p&#62;A new letter arrived a few days ago and goes something like this&#60;/p&#62;
&#60;p&#62;[quote]blah blah blah, you can't prove you did not misuse the road... blah blah blah, the Council has a responsibility to maintain the pavements and highways and &#60;strong&#62;as they had carried out a survey on the 11th and were aware of it &#60;u&#62;but had not had time to fix it &#60;em&#62;the Council is not at fault&#60;/strong&#62;&#60;/u&#62;&#60;/em&#62;...&#60;/p&#62;
&#60;p&#62;Right, are there any lawyers here who can explain this to me?&#60;br /&#62;
They knew about it so that makes it OK?&#60;br /&#62;
Can you tell me how much these two letters have cost the tax payer (ie. me) just to dodge £12?
