It says many of "the right things" and highlights plans for a hefty annual cycling budget - which is good.</p> <p>However, it won't directly deliver a single metre of cycle lane itself. Instead, it requires every Council to produce an Active Travel Strategy "...setting out plans to improve active travel networks and facilities to 2030". This is very weak - the last thing we need is another round of plans.</p> <p>Also lacking is any substantive change to the system of TROs/RSOs. There is a section on "Active Travel Transformation", which seems to be a review of such things - but the section has clearly been butchered (my guess is a Minister or SPAD has wielded the red pen here) to the point of meaninglessness.</p> <p>Yet another missed opportunity for meaningful change. </p>
