<title>Morningsider on "New CAPS"</title>

<description>&#60;p&#62;Transport Scotland has published the successor to the Cycling Action Plan for Scotland (CAPS), which has the snappy title &#34;&#60;a href=&#34;https://www.transport.gov.scot/media/53417/cycling-framework-for-active-travel-a-plan-for-everyday-cycling.pdf&#34;&#62;Cycling Framework for Active Travel - A Plan for Everyday Cycling&#60;/a&#62;&#34;&#60;/p&#62;
&#60;p&#62;It's quite an odd document. It says many of &#34;the right things&#34; and highlights plans for a hefty annual cycling budget - which is good.&#60;/p&#62;
&#60;p&#62;However, it won't directly deliver a single metre of cycle lane itself. Instead, it requires every Council to produce an Active Travel Strategy &#34;...setting out plans to improve active travel networks and facilities to 2030&#34;. This is very weak - the last thing we need is another round of plans.&#60;/p&#62;
&#60;p&#62;Also lacking is any substantive change to the system of TROs/RSOs. There is a section on &#34;Active Travel Transformation&#34;, which seems to be a review of such things - but the section has clearly been butchered (my guess is a Minister or SPAD has wielded the red pen here) to the point of meaninglessness.&#60;/p&#62;
&#60;p&#62;Yet another missed opportunity for meaningful change.
