&#60;p&#62;Now there's a concept most cars users wouldn't understand!&#60;/p&#62;
&#60;p&#62;Or at least they would assume that the 'cost'/subsidy is a small part of the grocery (etc.) price - which is partly true.&#60;/p&#62;
&#60;p&#62;What is needed is a land-use tax, with a clear policy of increased rates for (predominantly) 'out of town' shopping.&#60;/p&#62;
&#60;p&#62;But of course there are 'commercial interests' and 'individual freedoms'.&#60;/p&#62;
&#60;p&#62;The present UK Government is set on reducing public expenditure and raising 'easy taxes' (VAT). This will inevitably have profound effects on many people, which, in its own way, is 'social engineering'.&#60;/p&#62;
&#60;p&#62;But there seems little chance of them saying 'you're not getting that new road because it's not a good idea' - it's 'we can't afford it because the last lot messed up the economy'.&#60;/p&#62;
&#60;p&#62;With Health there is not enough thought about prevention - making walking/cycling easy/safe/normal etc. - because the main benefits will only emerge many years after &#60;em&#62;several&#60;/em&#62; 5 year Parliaments. &#60;/p&#62;
&#60;p&#62;Similarly commuting. On here it would be much nicer if 8.30-9.30 and 4.30- 5.30  (approx) was more carfree and carefree.&#60;/p&#62;
&#60;p&#62;&#60;em&#62;Would&#60;/em&#62; change if there was any will to restrict/tax 'workplace parking' - all those New Town backgreeens and underground carparks.&#60;/p&#62;
&#60;p&#62;Sarah Boyack tried this in the first year of the new Scottish Parliament and was savaged by people in her own party and the Daily Record &#60;em&#62;plus&#60;/em&#62; the opposition.

<description>&#60;p&#62;The heart of the issue is the comment that &#34;Nobody has to pay to shop at supermarkets.&#34; here in lies the problem. We encourage the use of supermarkets by allowing the use of subsidised parking, if there were a tax on parking spaces, this could easily be equalised.

&#60;p&#62;I have to admit here that we go to the market every week, and at the moment we're taking the car every week as my other half still isn't able to cycle any major distance (i.e. anything over 20 minutes or so on the bike). But given the very nature of a farmers market - promoting local stuff, lack of food miles, healthy, etc etc etc where's the bike promotion? There are always LOADS of bikes lined up on the railings (indeed, mine was one of them most of last year, and is whenever I go myself).
