<description>&#60;p&#62;As intimated on another thread. Part of a general trend, I'm afraid. It's called cutbacks:&#60;/p&#62;
&#60;p&#62;&#60;em&#62;Community resolutions' used in 10,000 serious violence cases&#60;/p&#62;
&#60;p&#62;More than 10,000 serious violent crimes were dealt with informally last year, despite guidelines to the contrary. Police used &#34;community resolutions&#34;, which can include an apology or compensation to the victim, instead of prosecutions and cautions. The Association of Chief Police Officers says resolutions should only be used for low-level crime.&#60;/em&#62;&#60;/p&#62;

<description>&#60;p&#62;He probably wasn't given much time to decide.  Might have been better to choose the Caution, and then pursue a civil case for compensation. Mind you, that would probably be a lot of hassle and cost up front.&#60;/p&#62;
&#60;p&#62;So, the police have the power to insist that they are just going to issue a caution, even if there is overwhelming evidence of a serious attack and the victim wants to pursue prosecution?

<description>&#60;p&#62;Given that the cyclist complains the driver was not prosecuted, it confuses me that they opted for the 'local resolution' rather than a caution, which would have meant the driver had a criminal record for assault (albeit not a conviction or punishment handed down by the courts).
