&#60;p&#62;Dole out to a 200 or so volunteers to mount on their bikes for the commute and watch as the average overtake distance increases over the campaign then decreases afterwards (to hopefully a slightly higher average).&#60;/p&#62;
&#60;p&#62;I was going to make a snide comment about soft assessment using surveys that Cycle Scotland will probably come back with to @SRD but actually the perceived safety of cyclists is probably just as important in terms of increasing uptake - which I think is the aim of the game.

<description>&#60;p&#62;Given that £400k is quite a lot of public money, perhaps it would be worth asking Transport Scotland how they intend to measure the effectiveness of the campaign.&#60;/p&#62;
&#60;p&#62;Metrics like KSI are probably out of scope, and 'Nearly Hit' and 'Got A Load Of Abuse From Another Road User' aren't going to be the pinnacle of rigour either.  Judicious use of surveys is always a nice way of gathering data, as long as you get a fair representation of the people of Scotland (I was going to say 'population', but that would be confused with the statistical population, which I wasn't meaning).&#60;/p&#62;
&#60;p&#62;&#60;em&#62;The Cycle Hub Team will provide support and expert knowledge on local routes and networks&#60;/em&#62;&#60;/p&#62;
&#60;p&#62;Sounds good on paper, but is mostly a soft 'look busy' activity that neatly diverts attention away from the national unwillingness to put the infrastructure and laws in place.
