I have over the years been involved in many a near miss situation with drivers, and been hit once by a driver who accepted full responsibility for hitting me. Unfortunately however not all drivers do admit liability when they hit cyclists or pedestrians.</p> <p>There are many European countries who do operate a system of Strict liability, Belgium, Denmark, France, Germany, and the Netherlands to name but a few. It is no surprise that cycling rates are much higher in many of these countries, at least in part because of the protection that Strict Liability affords more vulnerable road users (and path users in the case of shared use infrastructure).</p> <p>I'm sure you are aware that there is an important Parliamentary debate on Strict Liability on the 29th October.
