The figures are for central London - which is a tiny part of the whole city. Some of the outer boroughs have lower cycling rates than the UK as a whole (although some, like Richmond, are pretty good in UK terms). It is striking in central London now how many bikes there are and that's a good thing - but if you live in Enfield or Brent or somewhere like that, forget it

"
It all seems to me like somebody is trying to make London sound better than it is

"

I suspect the 2% is getting out of date, but - like Edinburgh - there are the factors of 'central' and 'rush hour'.

Both London and Edinburgh have undoubtedly seen a rise in people using bikes - for commuting, 'leisure' and general.

In Edinburgh figures are probably under-reported because of the amount of cycling on off-road paths.

Some have counters but the numbers never seem to get published.

It's great that there's lots of cycling on certain streets in London, but this doesn't change the fact that the overall modal share is just 2%.

The thing about these figures is that they exclude rail passengers, who are of course not "road users". I wouldn't be surprised if they didn't count pedestrians either. And as chdot points out, how are they counting buses?

It all seems to me like somebody is trying to make London sound better than it is.

Which reminds me -

This '10% by 2020' is it vehicles or people?

1 bike = 1

1 bus = 1 or 60ish or?
