<description>&#60;p&#62;From what I heard of his speech this morning he said that when they've finished dualling everything then we can have some cycling infrastructure. But obviously they have to do the roads first. And the trains. And there are whole villages without helipads. So the cyclists may have to be patient&#60;/p&#62;

Mr Brown told a cycling conference in Glasgow: “It’s where we can change commuting should be the priority. What we have to look at is where we can shift people from cars and other environmentally-damaging forms of transport to cycling and walking.”&#60;/p&#62;
&#60;p&#62;&#34;&#60;/p&#62;
&#60;p&#62;You do have to wonder where the real Mr. Brown is. &#60;/p&#62;
&#60;p&#62;&#34;&#60;/p&#62;
&#60;p&#62;Mr Brown said getting people to switch to bikes to travel to work and school was the best way to realise the Scottish Government’s ambition of increasing cycling from 1-2 per cent to 10 per cent of trips by 2020.&#60;/p&#62;

&#60;p&#62;But he is not reported as saying anything about HOW.
