<description>&#60;p&#62;The plans have been drawn up by Fife Council officials, their report states:&#60;/p&#62;
&#60;p&#62;&#34;In relation to the Car Parking budget shortfall it should be noted that there are a number of car parks where there is currently no charge but are well used. These include Park &#38;amp; Ride facilities at Ferrytoll and Halbeath and various rail interchange car parks. The Council is incurring considerable expenditure in managing and maintaining these ‘free’ car parks. The expenditure includes Non-Domestic Rates,surface repair costs, electricity, water charges. e.g. the expenditure on Ferrytoll is £0.220m per annum and in future a slightly higher figure at Halbeath).&#60;/p&#62;
&#60;p&#62;In order to help address the Car parking income shortfall consideration should be given to recovery of management and maintenance costs by introducing a service charge at high demand public transport and rail interchange car parks.&#34;&#60;/p&#62;

&#60;p&#62;If they were to introduce PnR charging at Inverkeithing but not town centre parking this would just push Inverkeithing PnR into Inverkeithing, and the council know this already. Why do you think they haven't introduced charging for the train stations, like Dalgety Bay and Inverkeithing? Its council land, not Network Rail btw.&#60;/p&#62;

&#60;p&#62;Why would you discuss it for a second time? Council is skint, needs to cut services or introduce charging for others. Parking charges have been a successful cash generator in some places (Dunfermline / Kirkcaldy).&#60;/p&#62;
&#60;p&#62;f you are skint it would seem appropriate to extend that...&#60;/p&#62;
&#60;p&#62;I have written to my local councillors (again) on this issue and mare or less said introduce parking charges in towns (suggested for Burntisland too) good, introduce parking charges for transport hubs which get people of the roads, bad.&#60;/p&#62;
&#60;p&#62;Of course, you're right in that it is only a proposal now, but proposals have a way of finding their way to reality eventually, otherwise why would you propose anything....

&#60;p&#62;The only people who are hell bent in scaring people are the paper. I spoke to my local councillor who says the council majority, in power, do not want to introduce charges and it won't get past the funding vote, which incidentally has not taken place yet.&#60;/p&#62;
&#60;p&#62;You'll notice this is just &#60;strong&#62;one&#60;/strong&#62; proposal of many in a report (whose author(s), the paper convinently don't publish). Also the quotes don't indicate either way what the councilor would prefer.
