Hamburg has horrible weather in winter - famously so in Germany. Yet if you walk around the city, even when there is snow and slush around, you can't help but notice how many bikes there are. Every available piece of street hardware on most residential side streets will be festooned with locked bicycles of all types.

They have a super public transport network as well which is still being expanded and improved.

Hamburg’s Plan to Eliminate Cars in 20 Years

About 40% of the area of Hamburg, the second largest city in Germany, is made up of green areas, cemeteries, sports facilities, gardens, parks and squares. For the first time ever, the city has decided to unite them together via pedestrian and cycle routes. It’s all part of the “Green Network Plan,” which aims to eliminate the need for vehicles in Hamburg over the next 20 years.

Hamburg's answer to climate change
The German city is planning a green network that will cover 40% of the city area, contributing to resilience and allowing biking, swimming and nature watching in the city

(A bit more detailed report than above).
