<description>&#60;p&#62;There's a few pavements (not shared) that I cycle on that rarely have anyone on them. If I see someone I always stop and push the bike until we pass each other. Almost without fail I get a thank you from the peds.

&#60;p&#62;The gist of it is that the Minister's guidance to the police, from 1999, still applies. This guidance said that fixed penalty notices for pavement cycling were aimed at dangerous / inconsiderate cyclists. And that careful use of police discretion is required when handing them out.&#60;/p&#62;
&#60;p&#62;I assume that this guidance only applies to Englandshire. Does anyone know if there's equivalent (or different) guidance for the police in Scotland ?&#60;/p&#62;
&#60;p&#62;FWIW, I've never seen much problem in cycling on empty pavements. Or slowly &#38;amp; considerately when there are pedestrians about. But that's just me !
