If I see someone I always stop and push the bike until we pass each other. This guidance said that fixed penalty notices for pavement cycling were aimed at dangerous / inconsiderate cyclists. And that careful use of police discretion is required when handing them out.</p> <p>I assume that this guidance only applies to Englandshire. Does anyone know if there's equivalent (or different) guidance for the police in Scotland ?</p> <p>FWIW, I've never seen much problem in cycling on empty pavements. Or slowly &amp; considerately when there are pedestrians about. But that's just me ! </p>
