@EddieD, Thanks, that's what I thought, one of the police was trying to justify pavement riding for going on a call. They weren't they were just trundling around. Bit depressing their level of ignorance.

Highway code 64

You MUST NOT cycle on a pavement.
Laws HA 1835 sect 72 & R(S)A 1984, sect 129

Their emphasis.

Scotland has slightly different rules on footpaths, but as far as I know the definition of Pavement is the same.

(Edit That R(S) 1984 sect 129 is fascinating e.g.horses aren't allowed on cycle paths unless there's specific provision

http://www.legislation.gov.uk/ukpga/1984/54/section/129)

Just to check, spotted two adult cyclists in Glasgow riding on the pedestrian pavement(not shared path), had an opportunity to discuss this with them a few minutes later, my view was they shouldn't, as this is illegal in Scotland, their inital contention was this was acceptable provided safe.

By the way these were Police cyclists.

My Q, is it illegal in Scotland?

Safer roads and proper infrastructure is not the solution

I agree with both gibbo and kaputnik. The Govt via the police should address the root cause - poor and inconsiderate driving. Because we accept this by non-enforcement we see an increase in this behaviour. Note the lack of ASL encroachment when the clampdown was in place as opposed to now as just one example.

I don't want to cycle on the pavement (footway). They're designed almost entirely for pedestrian use and are also largely unsuitable places for cycling (for a different host of reasons). Safer roads and proper infrastructure is not the solution.

This is another silly, half-baked government idea like the changing hard shoudlers into traffic lanes rather than doing anything about the root causes of congested motorways.

From the telegraph:

http://www.telegraph.co.uk/news/uknews/road-and-rail-transport/10577958/Let-cyclists-go-on-pavements-if-roads-are-dangerous-minister-tells-police.html

Personally, I'm against this as it creates too much of a grey area - and is both likely to be abused by anti-social cyclists, and lead to anger from pedestrians.

Surely the solution rests in making these sections of road less dangerous? And this can usually be done through proper policing.

Or am I being too utopian?
