<description>&#60;p&#62;chdot - The planning system could be altered to ensure that pawn shops, payday lenders etc. always needed an express grant of planning permission prior to converting existing premises - pubs, car showrooms, arcades and hot food takeaways all need permission.  All it would take is an amendment to the Town and Country Planning (Use Classes) (Scotland) Order 1997, as amended.&#60;/p&#62;
&#60;p&#62;As it stands - banks, pawn shops, payday lenders, bookies all fall within the category of &#34;financial institution&#34;.  You can convert any one of these into any other without the need for planning permission.&#60;/p&#62;
&#60;p&#62;It is simply Council policy to prevent pubs, restaurants etc. from being located on Princes Street.  They could easily change this policy if they wanted to.

&#60;p&#62;But that's (part of) the point - planning system should be able to allow one and stop the other. &#60;/p&#62;
&#60;p&#62;And enable things other than 'shops' to be on Princes Street (and elsewhere) rather than empty units. &#60;/p&#62;
