&#60;p&#62;It is generally CEC policy to remove 'where possible'. &#60;/p&#62;
&#60;p&#62;Main reasons -&#60;/p&#62;
&#60;p&#62;Not to hem in pedestrians for the convenience of traffic flow. &#60;/p&#62;
&#60;p&#62;Reduce the risk of cyclists being squashed  (especially on corners).&#60;/p&#62;
&#60;p&#62;General reduction of 'streetscape' clutter. &#60;/p&#62;
&#60;p&#62;Downside can be removal of convenient bike parking. &#60;/p&#62;
&#60;p&#62;Outside of John Lewis - less guardrail more racks. -&#60;/p&#62;
