Worth checking the Census stats for Edinburgh.

Over the past decade, numbers without a car up very slightly. Numbers driving to work down significantly. Cycling up. Walking steady. Bus travel highest of any local authority, but still down long term. Long term trends (since 1971) quite interesting, particularly from a cycling standpoint.

Edinburgh the exception to Scotland's rule of increasing car ownership and use.

"This latter option sounds very complicated and prone to delays and frustration."

Bus fares very reasonable at least in Edinburgh if parking too much. Also park and ride at several spots. You can save ten per cent on train fares, eg currie hill, ed park, south gyle, brunstane, if you buy a ten ticket carnet, there will soon be trams in the mix and if you want to get fit you could start commuting by bicycle, often on well maintained off road paths. Plethora of options available rather than paying for the privilege of bringing a polluting and potentially dangerous vehicle (dependent on driver skill) into a world heritage site and having to find a parking spot. This latter option sounds very complicated and prone to delays and frustration.

If they can afford to pay it, then by definition they are not 'hard pressed'. Begrudging, resentful, irritated? Perhaps. Not 'hard pressed' though or they wouldn't be paying the charges, they'd park somewhere else for free.

Considering the millions of vehicles on Scotland's roads, £100k per day seems a trifling amount in comparison. In fact it works out at 1/3 of a penny for each motor vehicle in the country (2.7 million in 2010).
