Now those gantries were so large, they were effectively big enough to be footbridges. Must cost what, 2 or £3m each! The £14m is dependent on local authorities being able to rustle up £7m "match funding" - by no means guaranteed, as they are all skint. The £5m for behaviour change in the 2015/16 budget is unlikely to be new money - just an allocation within a previously agreed budget. Could be wrong though, as its all so opaque.
