They really do seem to think they can reach a magic optimum balance of all streets covered in a uniform level of "smoothly moving" motor vehicle traffic and all car spaces filled to 100% capacity but not above or below that level.</p> <p>City centre businesses should really do a little bit of their own research to find out how their customers get to and from their premises. I think Paper Tiger would be surprised to find just how few people drive to them.
