It's a pedestrian precinct and has been for as long as I can remember. I used to take people with disabilities there for shopping but we went by bus and walked to the shops. Allowing cars defeats the purpose.

"A number of business owners on Leven High Street have voiced their complaints - and concerns - about the volume of traffic now on the road.

They say drivers are using the street at all hours, despite restrictions, with some driving far too fast and even the wrong way up the street."

http://www.fifetoday.co.uk/news/local-headlines/high-street-car-complaint-to-council-1-3543539

Hang on - this makes it sound like business owners actually support restrictions on motor traffic. Surely some mistake.
