If Nicola needs a deputy first minister (which is not at all required) at Holyrood, Swinney could do that (a damned sight better than Brown, who is a noted stickler and bore).</p> <p>So, no, maybe not a new transport minister. Indeed Keith Brown standing for deputy leader may be a signal he expects to lose his ministerial role. It just looks better to have an ex-military type in that role. Ministerial posts are handed out by the FM. I assume Nicola would have a reshuffle - the first major one of this government.
