<description>&#60;p&#62;Mark Lazarowicz may have withdrawn his Bill by now, as the UK Govt have said they'll act to clarify that the Scottish Parliament has these powers (in future or already?) “I am pleased that the UK Government is looking at it constructively and is prepared if necessary to bring forward secondary legislation to make the legal position clear once and for all. I have therefore told the government that on the basis of this commitment I will withdraw my Bill.&#34;&#60;br /&#62;

<description>&#60;p&#62;My brother, who lives in England and has imperfect vision and mobility, is convinced that pavement parking was made legal in England recently, either &#60;em&#62;de jure&#60;/em&#62; or &#60;em&#62;de facto&#60;/em&#62;.&#60;/p&#62;
&#60;p&#62;I suspect he's a persistent correspondent on the subject, as a 4x4 in the middle of the pavement is a serious health hazard for him. Anybody know if anything did change recently in our southern neighbour?

<description>&#60;p&#62;&#34;There are two bills seeking to address this issue in the 2014-15 Parliamentary session: one by Mark Lazarowicz MP to devolve powers to introduce a pavement parking ban to the&#60;br /&#62;
Scottish Government and one by Martin Horwood MP to introduce a blanket pavement parking ban in England and Wales.9 Mr Lazarowicz’s bill was instigated by problems Scottish MSPs have had introducing their own legislation in this area (see, e.g. Sandra White MSP’s proposed Responsible Parking (Scotland) Bill). The Bill received Second Reading in the House of Commons in September 2014, but it may well be overtaken by further proposals for devolution to the Scottish Parliament. Mr Horwood’s Bill has yet to receive Second Reading, currently slated for January 2015. &#34;&#60;/p&#62;
