<description>&#60;p&#62;The time lag in the recession in private sector and public sector only partially explained by holding off until after the referendum ( both sides).  West lothian not paying for any trams but they do have the large new civic centre, the cost of which will possibly match their black hole..? In the mid 20 noughties all local authorities started speculating in property development and indeed investment in Icelandic banks. This is now coming back to bite them.  Edinburgh same plus trams.
