&#60;p&#62;Cycling is a healthy, low cost and environmentally friendly way to travel. We provide two hours' free cycle training to all those who live, work and study in the borough and regular pit stops to help maintain your bikes, and also provide a cycle loan scheme.&#60;/p&#62;

&#60;p&#62;Hackney council declare their goal in the very first paragraph, which is &#34;to make cycling a normal, safe and attractive choice for travel and recreation for our residents and addressing barriers that prevent other residents from taking up cycling.&#34;  &#60;/p&#62;
&#60;p&#62;They make it clear that they want Hackney to be a place where anyone can cycle:&#60;/p&#62;
&#60;p&#62;&#34;&#60;/p&#62;
&#60;p&#62;Though....&#60;/p&#62;
&#60;p&#62;&#34;&#60;/p&#62;
&#60;p&#62;it's going to take an awful lot of change to Hackneys roads to enable us to get anywhere even close to the kind of levels of cycling you see in the Netherlands within the next ten years.&#60;/p&#62;

&#60;p&#62;TV story included a female cycle trainer (60ish) who commented on the 'result' that 'women stopped cycling younger than men' - 'well of course a lot of people, like me, don't have smart phones'.
