I wouldn't read too much into this. MPs often ask parliamentary questions as a way of getting persistent constituent's or lobbyists off their backs. It is a way of "doing something" without actually having to expend any real effort.

It could be as innocuous as a constituent saying "A bloke down the pub told me that Europe was going to make all cyclists yellow clothes? Is this true?"

Surely if motorists are only required to carry hivis then cyclists should only be required to carry it too. That way if you stop to fix a puncture you could put it on.

If cyclists are required to wear it then motorists should be required to put it on when travelling to or from the motor too so that they can be spotted easily in a crowd of pedestrians.

just quoting the question on cycle clothing might be missing his point. There is a clue in the answer to the cycling clothing question - 214405. There was also a question 214404 about high vis being compulsory for motorists: "To ask the Secretary of State for Transport, what recent discussions his Department has had with (a) drivers' organisations, (b) driver training organisations and (c) accident prevention organisations on the mandatory carrying in motor cars of high visibility jackets and warning triangles". Maybe the pair of questions could draw attention to the double standards of some motorists who want to force cyclists to be more conspicuous without being prepared to take the same 'precautions' themselves. (or maybe I'm just trying to look on the bright side)

Quite a few of his questions seem to be on the subject of nutrition/diet, specifically of a coeliac nature. Given he's a coeliac and a member of the coeliac society, perhaps not surprising. His other question of a transport nature in the current session was;

"Gordon Banks: To ask the Secretary of State for Transport (1) what plans his Department has to make the Fleet Driver Trainer register mandatory for paid vocational driver training; [203836]

(2) what plans his Department has to introduce mandatory regulation of B+E driving instructors."

His other important contribution has been;

Gordon Banks (Ochil and South Perthshire) (Lab): May I begin by congratulating Alloa Athletic, which last night beat Rangers 3-2 and found a way to the challenge cup final?

how peculiar.

and just after i'd been reading this and thinking 'wow' 'what good sense from these SNP/former SNP MSPs:

As found on the Cycling Silk QC twitter feed, a Perthshire MP seems to be asking leading questions to UK dept of transport about introducing mandatory high viz for cyclists..

Anybody know what he is up to?

Westminster Link

To ask the Secretary of State for Transport, what recent discussions his Department has had with (a) drivers' organisations, (b) driver training organisations, (c) accident prevention organisations and (d) cycling organisations on the mandatory wearing of high visibility clothing for cyclists.
