The new powers over business rates are simply nonsense. A local authority can reduce the rate, as long as they fully fund the reduction. However, authorities aren't allowed to increase the rate - so they can't raise extra cash. I'm sure authorities will queuing up to use this new power.</p> <p>The power of well being has existed for over a decade. Again, nonsense. It basically allows a local authority to further the well being of people or an area by doing more of what the authority already does.
