&#60;p&#62;I think the problem might lie elsewhere anyway. Glasgow can't get staff because nobody wants to do it, not because they don't have the cash.

<description>&#60;p&#62;Insto - its worse than it looks.  The new powers over business rates are simply nonsense.  A local authority can reduce the rate, as long as they fully fund the reduction.  However, authorities aren't allowed to increase the rate - so they can't raise extra cash.  I'm sure authorities will queuing up to use this new power.&#60;/p&#62;
&#60;p&#62;The power of well being has existed for over a decade.  Again, nonsense.  It basically allows a local authority to further the well being of people or an area by doing more of what the authority already does.  Again, the authority has to do this from its own funds.&#60;/p&#62;
&#60;p&#62;Remember, this is the Government of the council tax freeze, that just last week threatened to claw-back cash from local authorities if they reduced teacher numbers.  &#60;/p&#62;
&#60;p&#62;Also, I notice the words &#34;shared vision&#34; in the press release/article - never a good sign I would argue.
