<description>&#60;p&#62;Think bt, water and electricity have their own reinstatement teams. Virgin farmed out.  Often they'll do a temporary repair then return at a later date to fix it correctly.&#60;/p&#62;
&#60;p&#62;Think nowadays there's legislation in place to make sure utilities put the infrastructure back to &#34;as before&#34; standard and have to guarantee it for a year.  Some repairs are done to a higher standard than the surrounding roads.&#60;/p&#62;
&#60;p&#62;Think Rose Street was pedestrianized about 20 years ago and hasn't had any upkeep since.  Yes utilities trashed it previously, but it's never been brought up to modern standards.&#60;/p&#62;
&#60;p&#62;I complained to the council recently about outstanding tram works on pavements round the city.  They're basically saying they've been asked by shops to leave the pavements for the moment whilst they &#34;recover from the tram works&#34;.&#60;/p&#62;
&#60;p&#62;One thing I find ironic is Living Streets Scotland is based on Rose Street.
