Virgin farmed out. Often they'll do a temporary repair then return at a later date to fix it correctly.</p> <p>Think nowadays there's legislation in place to make sure utilities put the infrastructure back to "as before" standard and have to guarantee it for a year. Some repairs are done to a higher standard than the surrounding roads.</p> <p>Think Rose Street was pedestrianized about 20 years ago and hasn't had any upkeep since. Yes utilities trashed it previously, but it's never been brought up to modern standards.</p> <p>I complained to the council recently about outstanding tram works on pavements round the city.
