&#60;p&#62;Gap sites?  Caltongate, Fountainbridge, Shurbhill and Haymarket yes, but not India Buildings, St Andrew Square, Donaldson School, Dewar Place, Kings Stable Road, Quarter Mile, Royal Mile, St James Center&#60;/p&#62;
&#60;p&#62;I'd describe the list of 12 as ones that will get through planning permission with no questions asked. Minimal tram contributions, minimal if any affordable housing etc etc
