She said: “We now aim to carry out 100 per cent inspections to check improvement plans are adhered to, and to ensure minimum damage to roads. &#60;p&#62;Frankly, it sounds like someone who has been asleep at the wheel for years, and has finally woken up, only to realise she's utterly powerless. &#60;/p&#62;
&#60;p&#62;Or gutless...&#60;/p&#62;
&#60;p&#62;... depends whether her lack of action is due to a lack of powers, or whether she's not willing to upset these companies.&#60;/p&#62;
&#60;p&#62;The article does mention a &#34;final warning&#34;, which suggests they have the power to ban these companies from doing roadworks.&#60;/p&#62;
&#60;p&#62;But to assume that must be true is putting a lot of trust in EEN journalism.

<description>&#60;p&#62;Anyone been down Myreside Road since they finished the works that necessitated the four-way signals at Colinton Road and caused huge traffic jams in all directions? It's now even worse than it was before (hard to believe), and to my untrained eye the new surface has been laid without the sealing line of tar dribbled along the interface between old and new.&#60;/p&#62;
&#60;p&#62;The thing about Myreside Road is that &#60;strong&#62;all&#60;/strong&#62; the lumps, bumps and defects in it (and it's truly appalling) are due to poor quality reinstatement from digging up the road. The original surface (which has pleasant light-colour chippings in it) is actually very good and is holding up well.
