It's not <em>quite</em> ready to roll yet.</p> <p>"A council spokesman said all issues of land ownership and administrative and legal requirements had been dealt with.</p> <p>The authority expects the Scottish Government Regeneration Capital Grant Fund, Shovel Ready Funding or Council Capital Funding to fund the scheme."</p> <p>So they don't actually have the money yet.
