I'd assume the problem isn't that people don't know it's illegal, the problem is that that they do it anyway because they think it's safe and they don't get caught.</p> <p>In a similar way, I never really get why people suggest drivers should re-sit the test to stop them parking on double yellow lines, or cyclists should be licensed to stop red light jumping or pavement riding.
