&#60;p&#62;Why would that work? I'd assume the problem isn't that people don't know it's illegal, the problem is that that they do it anyway because they think it's safe and they don't get caught.&#60;/p&#62;
&#60;p&#62;In a similar way, I never really get why people suggest drivers should re-sit the test to stop them parking on double yellow lines, or cyclists should be licensed to stop red light jumping or pavement riding. I doubt that many people are &#34;unaware&#34; of these specific rules, so sitting a test wouldn't make a difference.&#60;/p&#62;
&#60;p&#62;Training and testing is of course important because driving as a whole is a complex task, one needs to be able to operate the machine and know a lot of fairly obscure traffic signs etc., but testing only ensures that people &#60;em&#62;know&#60;/em&#62; rules, not that they then &#60;em&#62;follow&#60;/em&#62; them.

Persistent offenders should be required to resit a driving test with enhanced &#34;North Korean&#34; style re-education (paid for by the offenders).
