Worth rather a lot more if your local council says you can build on it. Most councils are incompetent/inconsistent about getting a decent share of the increase, but are expected to provide a big chunk of infrastructure - connecting roads, schools etc without necessarily getting enough money from developers, or new residents. </p> <p>The free market in land could be changed. But…</p> <p>Mortgage lenders could charge a higher rate for an inadequately insulated house. SA has capacity to change but like Poland its electricity is mainly from coal. They have Africa's only nuclear plant producing 4%.
