<description>&#60;p&#62;I managed to work it out again in retrospect but couldn't describe it clearly at the time: for each regional seat, the total number of regional (peach) votes for each party is divided by the total number of seats already won (from constituency (lilac) and regional voting) in that region by that party, plus one (to avoid dividing by 0). Whichever party has the largest adjusted total of regional votes at this stage wins the seat for the next candidate on their list. The process is repeated until all seats are filled. As wingpig says, worked examples help it make more sense.

<description>&#60;p&#62;One of the problems with the two-vote system is how commonly bandied around it is that they are &#34;first&#34; and &#34;second&#34; votes, it implies a sense of order / seniority which just isn't there.&#60;/p&#62;
&#60;p&#62;For supporters of smaller parties that don't generally stand many constituency candidates, your regional/list vote may actually be what you consider to be your &#34;first vote&#34;; Green, RISE, UKIP (choke), whatever.&#60;/p&#62;
&#60;p&#62;From the point of view of a not too small number of SNP supporters I have encountered, your &#34;first and second&#34; votes should go to SNP and by &#34;lending&#34; your &#34;second&#34; (i.e. list) vote to the Greens, RISE etc. and not SNP this is construed as some sort of rash act of self-indulgence and/or disloyalty to the greater cause. It doesn't seem possible to get the die hards to appreciate that you're a Green voter/supporter first and foremost and doing &#60;em&#62;them&#60;/em&#62; a favour by lending them your &#34;first&#34; i.e. constituency vote.&#60;/p&#62;
&#60;p&#62;&#60;em&#62;I don't understand how the transfer of votes to get the 'top-up' seats elected actually works!&#60;/em&#62;&#60;/p&#62;

&#60;p&#62;I understand the basics -&#60;/p&#62;
&#60;p&#62;2 votes - one constituency (FPTP), the other &#34;List&#34; - which is where the fun/confusion comes in.&#60;/p&#62;
&#60;p&#62;The list is where people vote for the same party a second time OR vote for a different party OR vote for a party they couldn't vote for on the constituency ballot paper as that party didn't have a candidate.&#60;/p&#62;
&#60;p&#62;I imagine some people feel they &#60;em&#62;have&#60;/em&#62; to vote twice.&#60;/p&#62;
&#60;p&#62;There has been a lot of 'talk' about how people MUST vote &#60;em&#62;the same&#60;/em&#62; twice otherwise it's a 'wasted vote' - countered by those who say that voting twice where one party will clearly win the constituency is 'a waste'.&#60;/p&#62;
&#60;p&#62;The purpose of the List being a form of PR (proportional representation) is to provide a &#34;balance&#34; within Holyrood that is more in line with the votes cast in contrast to (particularly) Westminster.&#60;/p&#62;
&#60;p&#62;This voting system was devised to be &#34;fair&#34; at a time when it wasn't foreseen that &#60;em&#62;any&#60;/em&#62; party would be as popular as the SNP currently is. (With the expectation/intent for a higher chance of coalition governments.)&#60;/p&#62;
&#60;p&#62;Some people think that the current state of Scottish politics shows this voting system needs reform - others that it still works better than any other option.&#60;/p&#62;

&#60;p&#62;There have been some good summaries posted on here- can't remember what it was in relation to as it seems more fresh in my mind than something posted prior to the 2011 elections should. Possibly the European elections as I remember seeing how horribly possible it was going to be for a UKIPper to get in based on polls. It makes more sense using worked examples to show how the add/rinse/reiterate process works so could be tricky to get across verbally.

<description>&#60;p&#62;Edfoc you say? The Balerno village screen is putting on the Pantani movie at 7.30pm on Friday 17th June as part of edfoc. There will be free Belgian beer cycled into Balerno in a barrel strapped to a caddy car.  Film is also free but donations welcome. Tix from edfoc website. Venue is st joes which is the church hall but we have installed good blinds to cut out the light and Scotmid paid for a corking projector so the quality is good.
