It does mention one asymmetric relation of the potential damage caused, but I think it's also the case that most cyclists drive, whereas not most drivers cycle (regularly at least). As a result I think most cyclists have some empathy with the difficulties of driving in congested areas, but I'm not sure how much empathy is returned by most drivers. Most drivers I share the road with are excellent and understanding, but I think the best ones are those that can empathise with the cyclist.
