<description>&#60;p&#62;There's responsible and responsible- this one sounds like it was down to whoever was doing the work - which probably wasn't CEC.&#60;/p&#62;
&#60;p&#62;Obviously there are guidelines/rules they were 'ignorant' of (and/or just common sense.)&#60;/p&#62;
&#60;p&#62;Clarence is the official way of reporting stuff, but sometimes that route seems slow...&#60;/p&#62;
&#60;p&#62;Twitter gets results, especially if things are 'serious' enough to add in Andrew Burns.
