If I want an outrageously overpriced hot dog I shall seek out some hipster eatery and purchase one. It's quite quick. </p> <p>"The Council is developing a protocol for the use of public spaces in Edinburgh’s city centre. This follows an internal review of events governance within the Council which identified the need for a clear policy statement on how these spaces are used.</p> <p>Public spaces are all those that are open to the public, whether they are owned by the Council or other organisations or individuals.
