<description>&#60;p&#62;Congestion only really happens in 6 or 7 places in the country on a regular basis.&#60;/p&#62;
&#60;p&#62;I spent some time in Arbroath last month, and was astounded that the 15 mile journey to Montrose could be undertaken in about 18 minutes without much effort, and no flouting of any laws. I suspect most of Scotland is like this.&#60;/p&#62;
&#60;p&#62;Part of the reason it's so hard to get people on bikes in other parts of the country, although again I was surprised at the number of bare headed normally clothed people riding bikes around the town. Even got Mrs Baldcyclist to get on her bike twice in a week (good cycle path along coast into town).

<description>&#60;p&#62;Well I think some people consider &#34;congestion&#34; to be any time they are not moving or not moving at the speed they want.&#60;/p&#62;
&#60;p&#62;So 'if only there was no traffic calming, traffic lights (etc.) they'd be no problems'.&#60;/p&#62;
&#60;p&#62;Conveniently ignoring cities with grid systems, junctions etc.&#60;/p&#62;
&#60;p&#62;There's also the whole 'accelerate to the next lights/lump of traffic' syndrome. Generally trying to keep a reasonably steady speed would mean the &#34;perceptions of congestion&#34; - and stress levels - would be reduced.

&#60;p&#62;- Most people assume that where they drive has a congestion problem&#60;br /&#62;
- All comparisons are made against this reference point&#60;/p&#62;
&#60;p&#62;Therefore *every* local newspaper will be full of complaints about congestion, from Stornoway to Los Angeles, therefore drivers will *always* demand something must be done. &#60;/p&#62;
