<description>&#60;p&#62;I would like to call Gordon Lindhurst's bluff and agree with his theory that roads are safer if there are low limits only in specific &#34;pay attention zones&#34; to make drivers pay attention (tacitly admitting that they aren't paying enough attention in general).&#60;/p&#62;
&#60;p&#62;To this effect, all &#34;pay attention&#34; zones i.e. around schools, old folks homes, playparks etc. are to be reduced to 10mph to make sure drivers pay attention.
