&#60;p&#62;The development was welcomed by, among others, the Institute of Advanced Motoring RoadSmart (IAMR), the motoring charity campaigning for lower limits in England and Wales, which said the evidence from Scotland gives a &#34;very strong message that lower limits bring wider road safety benefits.&#34;&#60;/p&#62;
&#60;p&#62;But Hugh Blaydon of the Alliance of British Drivers campaign group said that the figures do not provide the proof to jump to any conclusion that the new limits were working.&#60;/p&#62;
