From CEC to local residents:

---

MAIN STAND TO BE DEMOLISHED MONDAY 14 JANUARY.

"Following their mobilisation on site before Christmas, Graham’s will start the demolition of the main stand on Monday (14 January). They will deliver a letter to neighbours over the weekend to let them know that work will be starting on site and provide contact details for the site manager. Graham’s will also hold a public event in the near future which will provide an opportunity for those living nearest the site to meet the project leads, find out more about the construction programme and raise any initial concerns they may have.

As the project progresses the contractor will provide regular updates to local residents via a project newsletter. Graham’s are going to be offering employment opportunities for those living in the area and also plan to invest £40K in community benefit projects.

Delivery of the new sports centre requires trees to be removed. To ensure the trees can be removed before the nesting season starts, tree removal works will begin in early February. As part of the sports centre project new trees will be planted and once the wider development has been completed there will be an overall increase in the number of trees across the whole site. We aim to put information up on the hoardings to ensure the local community are aware of the tree removal plans, that we are planning to recycle as much of the wood as possible and that replanting will take place once the new centre is built.

Please don’t hesitate to get in touch with me if you require any further information."

---

(Contact details redacted).

@jonty, yes I am aware of that and mentioned at the session there had been problems with illegal or unauthorised parking. Pretty sure though the terms of lease and/or shared ownership say you cannot bring a car in, or similar.

Hence my plea to learn from Slateford Green what worked and what didn't.

Quite a good analysis here:

Judging by the last time I cycled through there the main issue seems to be that they, erm, let cars in.

Managed to make it along to the last 10 minutes of the drop-in session at Abbeyhill Primary School last night. Inspired by Living Streets' submission, I argued as convincingly as I could for a car free development. There';s an example in Edinburgh at Slateford Green that can be studied to see what worked and what didn't. The area has one of the best bus services in Edinburgh going right past the it, if they can't build a car free development there, then where? If as I suspect they play it conservatively and go for half way measures, we'll just end up with yet another car dominated development: see Lochend Butterfly, Imperial Heights, Baileyfield, etc. ad nauseam.

In June 2018 the Development Management Sub Committee approved the proposed redevelopment of existing Sports Centre site to provide new Sports Centre facilities and redevelopment of surplus land for mixed uses including residential, student accommodation, hotel and commercial uses, together with car parking, landscaping, drainage and ancillary works.

This is a major place-making project for the Council and we expect it to bring significant opportunities to the area. The Council is planning a series of engagment events to help inform our approach to the site.

“

CAMPAIGNERS have attacked council chiefs for handing a floor of the new Meadowbank sports centre to leisure staff for offices while cutting back on sports and other facilities.

Edinburgh Leisure, the arms-length company which runs the Capital’s sports centres and swimming pools, will have its headquarters at the new scaled-down Meadowbank – and almost a quarter of the car parking spaces will be reserved for its staff.

The Save Meadowbank campaign claimed the arrangement meant Edinburgh Leisure, currently based in Sighthill, had the most to gain from the downsized centre.

I do find it deeply ironic, to say the least, that a 'monument' to cycling is funded while the velodrome that inspired it faces the wreckers ball.

On the other hand I'm very wary of the Philistine argument that culture shouldn't be funded because (insert other deserving cause here e.g. potholes, NHS, cycle lanes, kids' play area, etc.).

This came up at the Northfeild and Willowbrae CC meeting last week which McLellan, our local demagogue and master of clickbait, attended so he should know better. He tried, and failed, to whip up a bit of negativity about it, he came armed with picture which I now realise was no coincide.

This is proposed as part of the 'POLO' (Portobello and London Road) improvement plan which includes a range of measures to improve the environment in that area, including the changes to that junction.

Whatever you think of the statues (I'm not hugely keen myself) they would be funded through this scheme and the council can't (and shouldn't) retrospectively defund schemes such as this to sort out ongoing maintenance issues.

The CC took an action to look for alternative ideas that maybe provided a little more practical, as well as aesthetic, benefit.

Alex Staniforth, Green Cllr for Craigentinny/Duddingston, backed the sculpture plan. He said: “This is a dedicated budget for this sort of thing and I do think that’s important because it’s improving the local area. Art and culture make the area better to live in for everybody.

Looks more like Obree's Superman position than Hoy, anyway.

"Linda Furley, of the Save Meadowbank campaign, said she had mixed feelings about the proposal. “I do really appreciate public art and what it stands for, but at the same time we’re being told there is no money for sport and we have cycle lanes just drawn on the road,” she said. “Maybe it could be used to make some cycle lanes instead of just having a sculpture.”"

“

Comments left by the public on post-it notes amplified the worries expressed at a drop-in exhibition last week and there is a very obvious clash between council policy to discourage car use and neighbouring residents’ cynicism about any claim that limiting spaces will limit the number of cars.

@Snowy: They don't make it easy to review this stuff.

Blame the developers. All CEC do is put the documents they receive on the portal.

You could argue that it's CEC's fault for requiringall kinds of different documents but AFAIK they don't have much choice - there's a process that all councils are obliged to follow. Certainly I've not seen anything significantly different on any of the other council planning portals I've had cause to peruse recently, including south of the border.

I think the idea of having a common process everywhere is to make things easier for developers. And with that, I shall refrain from further comment...

You can see the drawings and plans on the CEC website. As per usual for the planning website you have to wade through loads of documents to get the overall picture. They don't make it easy to review this stuff.

The news follows the closure of the Meadowbank Velodrome earlier this month, and will mean the centre being decommissioned before on-site inspections take place this winter and works begin in 2018.

There's 4 big-ish developments of flats going on right now within shouting distance of Meadowbank, all on brownfield sites. These are the former Thyne's printing works on Marionville Road, Urbane Den on the Lochend Butterfly, "Imperial Heights" (I kid ye not) on part of the Abbeyhill Industrial Estate and a scheme on some wasteland at Sunnybank.

The latter is the only one of these schemes that includes affordable housing, and this is a single storey added to a 5-storey block as an afterthought and thereby pushing the height of the development back up to the level which planning refused some 3-or-so years ago now. There's no reason to doubt that if Meadowbank was flogged on the open market to the highest bidder you'd get anything other than another development of aspirational/desirable/sought after/lifestyle choice/exclusive/insert superlative here type flats.

Edinburgh Council's housing revenue account recorded a surplus of £15.56m in 2015/16 - not magic money, actual cash in the bank.

Future receipts aren't magic money - it's rental income.

The Council can deliver 100% affordable homes on the site. What developer would do that? At best they could be required to provide 25% of the total as affordable homes and in practice probably far less.

Mr McLellan simply doesn't support the redevelopment of Meadowbank and wants to see it sold off to the highest bidder - to do with as they please (more "executive loft-style apartments").
