“Traffic calming measures such as speed humps ... may increase emissions by adding to decelerations and accelerations,”

The speed bumps clearly lack Situational Awareness.

Tantamount to proposing the mass slaughter of sacred cows in India, methinks.

And from the BBC's report:

It also suggests avoiding putting cycle lanes on highly polluted roads

Ah, I see what you did there.

Prof Richard Skeffington, from the department of geography and environmental science at the University of Reading, said there was little that was new or radical in the recommendations and many seemed "mostly common sense".

It always comes down to getting rid of cars. Funny how that particular elephant in the room seems to be completely invisible in the UK.

Some fairly lunatic ideas coming from NICE (whoever they are), like:

House builders should place living rooms at the back of houses away from roads and hedgerows should be grown to protect cyclists using cycle paths.

If you read the source document, the recommendation is:

"Where physical measures are needed to reduce speed, such as humps and bumps, ensure they are designed to minimise sharp decelerations and consequent accelerations."

The evidence used in reaching this conclusion is discussed in the document - it looks really weak and I don't think it supports the recommendation.

The whole document seems to have been written by someone with a fairly poor understanding of transport matters, although I'm sure they are top health experts.

See for yourself: https://www.nice.org.uk/guidance/GID-PHG92/documents/draft-guideline

“Traffic calming measures such as speed humps ... may increase emissions by adding to decelerations and accelerations,” it says.

Sounds like one for the sentient beings thread. I think you'll find it's the drivers that are doing the accelerations and decelerations, not the speed bumps. And those same drivers would accelerate and decelerate between any obstacle, whether there are speed bumps or not, because they are the "Must Get To Next Obstacle As Fast As Possible" types.

"The officials added that some speed bumps encouraged people to speed up, then slow down. "

Oh aye, it's all the fault of the nasty speed bumps. Nothing to do with impatient, selfish drivers. Oh no.

Give me strength. How far do some folk bend over backwards to absolve drivers of blame?

Somewhat selective choice from the range of proposed measures to make a 'pro motoring' headline (Telegraph too).

"

The British Lung Foundation said it backed the plans because “air pollution contributes to tens of thousands of early deaths every year” and the British Heart Foundation called them a “step in the right direction”.

Jenny Bates, a Friends of the Earth air pollution campaigner, said the proposals were to be welcomed but that “we must deal with the real crux of the issue and reduce air pollution levels”.

She said: “Action is needed both to ensure vehicles on the road are clean and that there are fewer of them. Diesel vehicles, which are the most polluting, must be phased out and our transport and planning policy needs a radical overhaul.”
