&#60;p&#62;Seems problem in Edinburgh (instead or as well?) is that officers/resources are being concentrated on bigger/Sustrans funded schemes leaving other ones that should have been progressed/finished years ago stuck in limbo.

&#60;p&#62;Also we need councils that are properly funded, &#60;em&#62;in general,&#60;/em&#62; by central government so they are not so cash strapped and under-resourced. Because of chronic long-term underfunding, they are struggling to cope with the basics, never mind modifying the status quo.

<description>&#60;p&#62;As much as we might complain about sustrans funding it's the council's dragging their heels which is more of a problem. The fact that their heels are nailed to the tarmac by the consultation and TRO process is possibly an even bigger concern for us.&#60;/p&#62;
&#60;p&#62;We need the funding but we also need the legal ability for it to be spent without a single individual stopping it.

&#60;p&#62;Irish TDs are trying to introduce a minimum passing distance law. 1 m when the speed limit is below 50 kmph (30 mph), 1.5 m at higher speeds. €80 fine and penalty points, with stiffer penalties if it finds its way to court.&#60;/p&#62;
&#60;p&#62;These laws seem to be controversial among cyclists, but I think they're an obvious improvement, and it's great just to see politicians actually caring.
