So, I have now confirmed that I am missing two of the 'studs' that hold the leather straps together (no idea what happened, but I suspect small fingers).

The good news is that the lovely folks at Brooks are sending me replacements!

Thanks all for the help Arellcat.

Now bungeed to my rack, since it turns out the loops on my saddle aren't wide enough for the straps!

maybe mine is defective? both sets of straps seen to go in the same direction??!

helpful though to see that it's not supposed to be in the pouch while attached, which is what I had thought.

I think you're meant to connect one to the other, or something like that.

Thanks arelcat. I have loops on saddle, so that's not the problem, I just can't figure out how to attach the leather straps to them.

There are four straps, which don't seem to connect to each other. or to go around the pouch.

It's the cambridge cape, so polyeste. I can fit it in the pouch, but then nothing.

The leather straps are meant to go through the loops on the back of your saddle, if you have such a saddle, or a saddle outfitted with loops clamped to the rails, if you have such a saddle. If it's for the folder and the SDG saddle which doesn't have rails as such, there might be a screw socket underneath at the back, which is designed to take a saddlebag adaptor, which is mostly out of stock everywhere I looked.

A DIY solution might be something like this:

http://www.commuterdude.com/2015/04/a-home-brew-saddlebag-mount-for-saddles.html

in which you forget all about saddle loops. Instead, you take a piece of wooden dowel, and basically zip tie it to the saddle wherever you can poke them through. The dude above supported the dowel using a bit of aluminium angle.

Alternatively, hang the cape from your handlebars!

No idea about the folding-up of your cape. Is it the cotton one?

Can someone send me a link that will show me how to fold up my Brooks/Boultbee poncho and attach the leather straps to the saddle?
