Bearing in mind that it's free parking everywhere it's basically pure laziness and inability to think about the impact your terrible parking is going to have on the road. These parked cars create chokepoints and blockages constantly. I'd go further and say the CPZ should go at least as far as the Powderhall Line eastern boundary.
