Some time ago I posted up the load and fuel map from my van showing how load affects the amount of fuel burnt rather than revs necessarily (many factors of course), but as other pointed out, the more significant reason is the amount of fuel required to *accelerate* to 30 from 20 is quadratic (roughly) which makes a complete mockery of the notion that driving at 20 produces more emissions.
