<description>&#60;p&#62;The last time the road was closed last year the contractor did not appear to have a live TTRO initially. The council was not aware the road was closed. The contractor had put signs saying round closed but nothing else.&#60;/p&#62;
&#60;p&#62;When cycling down the road I was told by farmer not allowed as road closed. This subsequently turned out to be a case of someone putting a sign up saying road closed.&#60;/p&#62;
&#60;p&#62; I tweeted it to Edinburgh travel who claimed no knowledge of this closure, who then put it on the Map in the wrong place. I then contacted them again to get it in the right place.&#60;/p&#62;
&#60;p&#62;I then contacted the council about the road being closed to cyclists and pedestrians. The council claimed there was still cycle and pedestrian access but there was not.&#60;/p&#62;
&#60;p&#62;I then contacted again to say no access and enquired about the TTRO to find out what this permitted. The council sent someone out and after that cycle and pedestrian flow was maintained, a TTRO noticed appeared sometime after, quite possibly a retrospective TTRO.&#60;/p&#62;
&#60;p&#62;It appears in practice to a close a road could just put sign up, could also report it to Edinburgh travel, this does not ensure a TTRO notice as even when was on the map in the right place no live TTRO from what could gather.&#60;/p&#62;
&#60;p&#62;The problem may be that Edinburgh council unlike some councils do not put the live TTRO on their website as far as can gather, so have to contact to verify or try Edinburgh travel.

&#60;p&#62;I wrote to the Council pointing out that a fatality would have a higher cost to the taxpayer than putting up accurate signage and requesting that in future all road closures in their remit are accurately signed as regards applicability. There was some response from the department responsible.&#60;/p&#62;
&#60;p&#62;If the worst should occur this time then the Council would be hard put to avoid some blame: the way H&#38;amp;S works is that if you have been made aware of an issue and done nothing then the buck stops with you.&#60;/p&#62;
&#60;p&#62;Perhaps someone on here who has the ear of an appropriate person could remind the Council of the need for accurate signage.

&#60;p&#62;How do I see the TTRO to see if cycle access will be maintained are they on the council website?&#60;/p&#62;
&#60;p&#62;There is a sign but no TTRO notice visibly placed on Long Dalmahoy road.&#60;/p&#62;
&#60;p&#62;I noticed the closure is showing on the council map of road closures but says its for 1 day. The sign also says its closed between Curriehill road and Ravelrig road. &#60;/p&#62;

THE CITY OF EDINBURGH COUNCIL (LONG DALMAHOY ROAD, EDINBURGH) (TEMPORARY ROAD RESTRICTION AND TRAFFIC REGULATION) ORDER 2018 - TEMP/18/187&#60;br /&#62;
THE CITY OF EDINBURGH COUNCIL in exercise of the powers conferred on them by Section 14 (1) (a) of the Road Traffic Regulation Act 1984, as amended by the Roads (Scotland) Act 1984, and of all other powers enabling them in that behalf hereby make the following Order: -&#60;br /&#62;
1.	This Order may be ciled as &#34;The City of Edinburgh Council (Long Dalmahoy Road, Edinburgh) (Temporary Road Restriction and Traffic Regulation) Order 2018&#34; and shall come into operation on the Seventh day of January Two thousand and nineteen and shall remain in force up to and including the Seventeenth day of February Two thousand and nineteen.&#60;br /&#62;
2.	Save as provided in Article 3 of this Order, to facilitate service transfer works, no person shall drive or cause or permit to be driven any vehicle on Long Dalmahoy Road from its junction with Haggs Farm Road to its junction with Ravelrig Road, as signed as affected by the works.&#60;br /&#62;
3.	Nothing in Article 2 of this Order shall apply to any vehicle which is there in actual connection with the works.&#60;br /&#62;
4.	The alternative routes for through vehicular traffic are by way of; Warriston Farm Road, Curriehill Road, A71, Haggs Farm Road and vice versa, as signed. Access for emergency vehicles will be maintained. Pedestrian traffic and access will be maintained.&#60;/p&#62;

<description>&#60;p&#62;The council did not state when I asked if the works had a TTRO, the council initially seemed to have little knowledge of the work it was not on the council map, then put on in  the wrong place. I would guess there was no valid TTRO. In these circumstances a colleague advised council will normally backdate a retrospective TTRO. &#60;/p&#62;
&#60;p&#62; A slight weakness of Edinburgh council not appearing to having a public record of TTROS on line means its more difficult to know than need be, which in part may relate to types of unregulated road works in Edinburgh, if there was a public record of TTROs and TROs on line then someone may have checked this prior to myself.

Was still passable this morning but was easy tonight would imagine in the day may be a little more difficult with works going on. The main thing farmer is allowing cyclists through again.

<description>&#60;p&#62;&#60;strong&#62;@Frenchy&#60;/strong&#62;: Either that tellmescotland web site is actually useless, or roads are being closed without TROs.  There's a road near me that's been closed for resurfacing since Tuesday but there doesn't seem to be any sign of an active TRO for it on that web site.&#60;/p&#62;
&#60;p&#62;(The road does badly need resurfacing, though.  There is a raised seam about 2&#34; high running down the middle of it due to degradation of the surface along the southern half of the carriageway.  The degraded surface was horrible to ride on, but much worse was the hazard created by the roughly 100m long step running along the crown of the road. &#60;p&#62;Last night went through the road works when no one there was 5 separate fences could not even fit past on verge with out moving barriers dont think the farmer is particularly  complaint.

Surely this would be the starting point when I raised this with council. They did not have road works on map until I said then they put it on the wrong part of wrong road. Now that is corrected. Surely the first step would be for the council to check the TRO. A colleague of mine suspects they may not have a current one and council wasting time while backdated one the council appear to be getting information from the contractor rather than the information they should already have, what was signed off. Are TRO not on the council web ? &#60;/p&#62;
