<description>&#60;p&#62;More generally, I'd really like it if the government published a relatively aggressive timetable saying &#34;look - here's the cars you won't be able to drive in cities 2022, here's the list for 2025, these cars might be banned in 2028&#34; etc. Let's make sure the next waves of emissions restrictions are not a surprise and those who moan when the time comes can't say they weren't told.

As yet there are precious few smokey diesels at any rally I've been to, and a few early adopter electric conversions.

&#60;p&#62;Didn't stop the terribly nice middle class fellow in Waitrose who spotted the headline from going on and on and on and on and on about it to his poor long-suffering wife, about how &#34;the whole of the city centre is going to be closed to cars&#34; and &#34;two-thirds of the rest of the city as well&#34;, &#34;what are they thinking of?&#34; yada yada yada...&#60;/p&#62;
&#60;p&#62;When I overheard him say: &#34;Why don't they &#38;lt;do something I didn't quite catch&#38;gt; before launching on such a harebrained scheme?&#34; I was tempted to join in their &#34;conversation&#34; (aka his diatribe) and ask: &#34;Why don't you read the article properly before launching on such an ill-informed rant?&#34;  But I didn't.

<description>&#60;p&#62;Presumably the expected pollution drop is well estimated by someone by now. I wonder if that number will be made public. Leeds didn't put private cars in their LEZ as apparently commercial vehicle changes were enough for the (admittedly unambitious) legal target. &#60;/p&#62;
&#60;p&#62;Euro 6 diesel is a complete con for private cars either way, with the average car exceeding the NOx target 4.5 times over in real conditions [1]. Even if the reduction following the scheme is quite low, it's still going to be beneficial for public health even at a modest 5-10% reduction. But it also should allow a more ambitious scheme in the future at low implementation cost (e.g. Charging all diesels or even all combustion engines).  &#60;/p&#62;

<description>&#60;p&#62;The Low Emission Zone will be introduced by the end of 2020, at the earliest.  The Transport (Scotland) Bill, which will provide the legal basis for LEZs, currently sets a minimum &#34;grace period&#34; following introduction of an LEZ before enforcement action begins of one years for people living outside the zone and two years for zone residents.  The maximum grace periods are four and six years respectively.  &#60;/p&#62;
&#60;p&#62;So, the earliest that enforcement action could be taken is the end of 2021.  By that time the petrol vehicle emission standard will be over 16 years old and the diesel one over seven.  The Council could choose a later date to begin enforcement.  It also has the power to exempt vehicles/classes of vehicle following the beginning of enforcement action.&#60;/p&#62;
&#60;p&#62;In practice - almost no petrol vehicles will be affected and only a minority of diesels.  Also worth noting that the Scottish Government expects to fund a grant scheme for vehicle scrappage/retrofitting emissions abatement equipment, which I assume would be specifically aimed to help those on lower incomes.
