I wonder if that number will be made public. Leeds didn't put private cars in their LEZ as apparently commercial vehicle changes were enough for the (admittedly unambitious) legal target. </p> <p>Euro 6 diesel is a complete con for private cars either way, with the average car exceeding the NOx target 4.5 times over in real conditions [1]. Even if the reduction following the scheme is quite low, it's still going to be beneficial for public health even at a modest 5-10% reduction. The Transport (Scotland) Bill, which will provide the legal basis for LEZs, currently sets a minimum "grace period" following introduction of an LEZ before enforcement action begins of one years for people living outside the zone and two years for zone residents. The maximum grace periods are four and six years respectively. </p> <p>So, the earliest that enforcement action could be taken is the end of 2021. By that time the petrol vehicle emission standard will be over 16 years old and the diesel one over seven. The Council could choose a later date to begin enforcement. It also has the power to exempt vehicles/classes of vehicle following the beginning of enforcement action.</p> <p>In practice - almost no petrol vehicles will be affected and only a minority of diesels.
