I think I'd be more worried about the energy used in generating the waves than the water use (as the man says in the article, most of it is "recycled" i.e it just goes round and round - it's a hi-tech/glorified swimming pool really). The old quarry was full of water anyway (IIRC an earlier plan was to turn it in to a sailing centre).

There is a similar facility in Snowdonia:

https://adventureparcsnowdonia.com/surf-snowdonia/

Michael Portillo went there in one of his more recent Great British Railway Journeys. I thought it looked a little underwhelming TBH (and I speak as someone who has never surfed). A bit like the Snow Factor at Braehead from a skier's point of view - maybe better than nothing but barely comparable to the real thing.

“

“The wave park itself has the potential to use a lot of natural resources in terms of water, which is a concern.

“

https://www.edinburghnews.scotsman.com/our-region/edinburgh/plans-for-surfing-centre-at-disused-ratho-quarry-approved-1-4730094

I never know what I should think about major ‘visitor attractions’ and ‘sport/leisure facilities’ like this.

Even ignoring the traffic generating reality.
