IIRC the test centre in Stornoway was closed because it's pass rate was too high and the test didn't include any of the standard features. Now residents can drive on a provisional licence as long as they don't leave the island.

edit: That may have been an urban myth:
https://www.driving.co.uk/news/learner-drivers-why-it-pays-to-go-to-far-flung-places-if-you-want-to-pass-first-time/

Clearly this isn't new news.

I did my test in Cupar too.
Maybe people in remote Highland locations have been driving on their mate's tractor / Defender / quad bike since age 10 and have therefore spent more time behind a wheel than yer average city dweller. There's also the question of motivation: if a driving licence means that you can visit your friend from school who lives 30 miles away, perhaps you knuckle down and pass it?

IIRC I had to contend with a combine harvester on my test in Cupar. I used to get peeped at occasionally when I moved to Edinburgh until I learned to be a bit bolder pulling out into traffic.

Several friends passed their test in Ballater. They barely saw any other cars let alone busy junctions or traffic lights!

I nearly passed my first test in a centre in flat rural England and then I came back to Edinburgh and needed at least twenty five more hours of lessons before being of a passable standard on urban roads.
